A Discussion of Possible Models for Joint Development of Gas and Oil Resources in Contested Waters in the South China Sea

Abstract: Since the 1970s, countries around the South China Sea have declared sovereignty over part or all of the reefs and territorial waters of the Nansha Islands, and have accelerated moves to explore and develop the region’s gas and oil resources. This has continuously intensified disputes over sovereignty to the islands. Based on an analysis of the strategic implications and urgency of developing oil and gas resources in the South China Sea, this article considers experiences and models applied to develop oil and gas resources in other disputed territories, and proposes strategies and models whereby which China might jointly develop oil and gas resources in contested waters in the South China Sea. The article discusses means through which China might implement joint development schemes with each party to the dispute, and discusses how joint development might promote resolution of the disputes and the demarcation of territorial waters.
