The Evolution of ASEAN Norms and Its Lessons for External Norms:An Analysis from the Perspective of the Spread of Norms

    AbstractNorms have become a key theme in the study of international relations since the emergence of constructivism, and central to the study of norms is the means by which they are spread.Norms within ASEAN are rooted in the traditional culture and history of the East Asia region and in local experiences while they do borrow from some external experiences.These experiences have gone hand and hand with the emergence, development and continued evolution of Southeast Asian regional cooperation. The evolution of ASEAN norms has seen norms spread both horizontally and vertically.Both the outward extension of ASEAN norms and the localization of external norms within ASEAN are means whereby ASEAN continuously responds to a dynamic environment and meets its developmental needs.
