The Motivations of Access to TPP of Singapore,Brunei,Vietnam and Malaysia and China’s Strategic Choices

  Abstract: At present,several ASEAN member states, including Singapore, Brunei, Vietnam, and Malaysia have officially joined TPP negotiations. As there are major discrepancies across these four states with respect to level of economic development and openness and foreign policy, it is quite clear that their individual motivations for joining and promoting TPP negotiations are different, and that they will play different roles in the course of negotiations. This article considers the domestic political economy of these four states, their development strategies and interests to analyze in detail the motivations of each for joining TPP, and to determine the role they will play in negotiations. On the basis of this analysis, it offers specific policy recommendations for China, namely that over the short term it should quietly take a wait and see approach to TPP, while over the mid to long term it should develop individual responses to ASEAN members states based on their respective involvement.
