The Lessons of ASEAN Expansion for the Shanghai Cooperation Organization (SCO): Prospects of Expansion of SCO Membership

Abstract: In order to promote the continued development of the Shanghai Cooperation Organization, the issue of its expansion must be resolved. As a regional multilateral grouping with objectives and principles similar to those of the SCO and with successful experiences in expanding its membership, ASEAN expansion offers a number of important lessons for the SCO. Considering ASEAN’s history of expansion, this article argues that clarifying its position and shaping a friendly international and regional environment are necessary conditions for the successful expansion of SCO’s membership. SCO member states mutually agree on the following three basic principles regarding selection of new member states and timing of new member entry into the body: political considerations, goals, and effectiveness. Based on these standards and considering the present status quo, the SCO might offer Afghanistan preferential consideration for membership.
