The U.S.-India Counterterrorism Cooperation: Contents, Restraints and Prospects

  Abstract: Since September 11th attacks, the United States and India have strengthened cooperation on counterterrorism. The cooperation has made some progress on the basis of several mechanisms and thus reinforced the bilateral strategic partnership. This cooperation, however, has been limited by the following restraints, such as the different interests and strategies on counterterrorism and perspectives on several security issues of the two sides, the disadvantages within the counterterrorism system of India and so on. After the Mumbai terrorist attacks in November 2008, though the two sides have agreed on closer cooperation on counterterrorism, there are still some indefinite factors, which will affect the future cooperation.
