India’s Balancing Diplomacy in Iranian Nuclear Issues

  Abstract:IAEA Board of Governors had cast two important votes in September 2005 and February 2006, deciding whether Iranian nuclear issue should be referred to the Security Council of the United Nations.During the two meetings, India became the focal state and courted by Iran and America to win Indias support.India, caught between Iran and America, seemed to have to make “either or” decision under this circumstance, supporting one country and offending the other.However, India had made very sophisticated balancing diplomacy between the two countries.Hence India had inked Nuclear Cooperation Agreement with America on one hand, and maintained the energy cooperation with Iran on the other hand.This paper focused on analyzing Indias diplomatic behavior, and made it a study case for other countries to learn and follow.
