Abstract: Relations among China and SAARC countries have been extending from bilateralism to multilateralism since China became SAARC’s observer. But the achievement of SAARC was limited because of some functional barriers in the structure of regional mechanism, and current mechanism can not afford to coordinate the multi lateral cooperation among SAARC and its observers. It is a critical step for promoting China-SAARC relations, and coping with regional common affairs by creating proper interactive mechanism. This paper proposes to create the “8+1” mechanism between China and SAARC, accordingly, outlines the co-operative processes and its content.
