ABSTRACT: Global climate governance requires the participation of all key international political powers. As emerging powers, China and India have gradually advanced change in climate politics and reduced both internal and external environmental pressures through a two tiered process of interaction. As emerging powers receive positive feedback from engagement in climate politics, their collective identity will be renewed / strengthened, and this will open possibilities for a new round of international-domestic political interaction, thereby creating space for sustainable political change to take root.
