A New Phase in Relations between India and Myanmar: Interconnectivity

  ABSTRACT: Following years of maintaining a diplomatic strategy of “constructive engagement” towards Myanmar, India has come to realize that its desired diplomatic objectives are still out of reach. Prime Minister Singh’s recent visit to Myanmar symbolized the strategic upgrading of ties between the two states from “constructive engagement” to “interconnectivity.” Through development of physical infrastructure, bilateral or multilateral institutions involving the two countries and dialogue and exchange programs, India hopes that interconnectivity can help achieve its objectives of advancing the economic development of its northeastern states, constructing a new economic zone across South and Southeast Asia, re-invigorating its “look East strategy,” and strengthening its geo-political influence. While conditions are generally favorable for India to implement this interconnectivity strategy, analysts should consider a number of constraints India faces moving forward.
