India-Pakistan Composite Dialogue: Process,Achievements and the Way Forward

  ABSTRACT: India and Pakistan started the process of the composite dialogue in 2004.The two countries held four rounds dialogue on eight issues till the Mumbai terrorist attack.Achievements on confidence-building measures (CBMs), trade and people to people exchange are visible, while there is no advance as to “core” issues.The driving forces behind the positive message, which the Indian side has been sending to Pakistan since 2009 even though it stopped the dialogue process determinedly, are factors such as great power aspiration of India.To some extent, the resumption of the composite dialogue is difficult because of some impediments in spite of the existence of some encouraging elements.However, there is no need to worry about the future of the composite dialogue as long as the two sides keep engagement.
