ABSTRACT: India put forward establishing consulate in Shufu in China in May 1948.Though the government of the Republic of China realized that India’s demand was raised in complicated settings, such demand was accepted.the Chinese government put forward establishing consulate in Kalimpong at the same time, which was presented to India by Chinese ambassador Luo Jialun. Although Luo Jialun had negotiated with Krishna Menon, Indian minister of external affairs many times , India didn’t agree to establish consulate in Kalimpong. Luo insisted that China should not agree to establish consulate in Shufu unless India accept Chinese demand, but the Chinese foreign ministry came to terms with India finally. Sino-indian negotiations brought highlights on India’s national sovereignty consciousness after its independence.
