Comparative Studies on China and India’s Energy Policies

  ABSTRACT: China and India’s energy policies focus on different mandates, i.e., while safeguarding energy supply is still the top priority of India, managing environment and resource damages weighs much more in China’s energy policy design. China’s energy policy experienced a clear shift from supply to energy efficiency in recent years. Both countries are implementing energy market reforms but in different approaches, i.e., while China favors a mixed structure of market and administrative measures, India endeavors to establish an ideal bottom-up market system. As to the energy decision-making structure, both countries aim to establish a high-level, comprehensive energy governance system, though India faces more internal difficulties and lags behind. The two countries can cooperate in relieving energy resource competition abroad, exploring energy technologies, exchanging market and institutional-building experiences and promoting multilateral energy governance among others.
