An Analysis of the Phenomenon of “COLD” and “HOT” in the Process of the Boundary Treaty Negotiation between China and Afghanistan in 1963

  ABSTRACT: In 1963, a border negotiation was held between the Royal Government of Afghanistan and the Government of China. In the Process of the negotiation, Afghanistan’s attitude was “HOT” at first, then “COLD”. After interpreting the files which have been newly declassified by the Ministry of Foreign Affairs of the People’s Republic of China, this paper argues that the military conflict between China and India in 1962 led to this change. Specifically speaking, Afghanistan was trying to keep neutral between China and India and to maintain its internal stability.
