ABSTRACT: Ten years of war in Afghanistan have already taken a serious toll on U.S. power, while the U.S. economy has also failed to meet objectives for recovery. As such, the Obama Administration has once again made a major adjustment to U.S. Afghanistan policy, shifting priorities from combating terrorism to developing a “geopolitical advantage” and introducing a “New Silk Road” Plan to promote the integration of Central Asia and South Asia. It has convened many rounds of international conferences on Afghanistan issues, and increased the pace of re-construction in the country. The U.S. efforts have placed Afghanistan on a trajectory for a major shift in direction which will have profound implications for the region’s security and geo-politics.
