China’s Indian Ocean Strategy: Motivation, Strategy, and Response

ABSTRACT: Under the influence of the “China Threat Theory” and the so-called “String of Pearls” strategy, western powers behind the leadership of the United States along with India and other states neighboring China along the Indian Ocean harbor growing fear of China’s rise and are increasingly adopting preventative approaches towards China. As a result, China’s economic strategy of reaching the Indian Ocean will continue to face major challenges. In order to fully capitalize on China’s strengths and opportunities in the Indian Ocean and overcome weaknesses and challenges, China should by matter of principle “construct shared values, search for common interests and promote joint development,” and work to shape and actively maintain a “harmonious, cooperative and mutually beneficial” space in the Indian Ocean. This will help to alleviate potential future conflict between China, the U.S. and India and overcome the “security dilemma” that China faces in the Indian Ocean.
