Japanese Official Development Assistance to India

  ABSTRACT: Since the 21st century, Japan has contributed an increasingly important proportion of India’s official development assistance (ODA), and since 2003, Japan has been India’s number one source of ODA in 8 consecutive years. Japan has consistently increased its ODA to India both for political economic reasons and more critically as a result of geopolitical pressure stemming from the US-Japan alliance. While this assistance has objectively helped to promote the rapid development of Japanese-Indian relations, India’s rising confidence as a power also means that it will not possibly act in simple accordance with Japanese policy preferences. This means that it is highly unlikely that Japan will be able to leverage ODA to assert a leadership role over India. At the same time, Japan’s domestic capacity and will to provide India with ODA has also decreased.
