Abstract: Responding to global climate change requires the participation of international actors and especially great powers. As a rising power, India’s domestic politics around climate change have gone through complex and dynamic changes as its traditional conservative stance has gradually become more flexible. Multiple layers of dynamics have played out between its political system and its broader environment, and both external and internal pressures have pushed progress towards change. India’s climate politics are conditioned by both internal and external factors, and have advanced progress through pressure and response between multiple layers of institutions, yielding political support for change.
