ABSTRACT: Political culture and political development are inherently interrelated, the former impacting the later and vice versa. Modern political culture is beneficial for political development, while conservative and backward political culture impedes political development. Following the September 11, 2001 bombing of the World Trade Towers, the United States lead NATO in deploying troops to Afghanistan in the name of combating terrorism, and temporarily defeated the Taliban regime. Even though Afghanistan established a democratic government with the support of the US and other Western states, it remains a politically unstable state with unequal economic development. This paper considers the dynamic relationship between political culture and political development, and from the perspective of political culture analyzes the impediments to political development in Post-Taliban Afghanistan.
