The “Rising Power” of International Development Assistance:An Analysis of the Indian Model of ODA

ABSTRACT: Over the past decade, through its own planning and initiative, India has gradually developed an overseas development assistance (ODA) framework which corresponds to its state interests. As India moves forward with the implementation of its ODA programs, a unique “Indian Model” has started to emerge. Taking the Indian concept of ODA as its starting point, this paper identifies the unique characteristics of Indian aid, which places South Asia at its core, and Africa and Asia as its two flanks. Based on empirical data, it analyzes the regional characteristics and strategic interests behind India’s ODA, and compares the respective approaches that India and China take towards ODA. It concludes by offering an overview of India’s ODA practices and its ODA model.
