Strategy and Actions of the European Union in the Indian Ocean: The Case of Operation Atalanta

  ABSTRACT: The European Union’s security strategy incorporates a robust maritime component, which has developed over a long period of time. The EU has many critical interests in the Indian Ocean, making the region key for its maritime security. To combat piracy and armed robbery off of the Somali Coast, the EU has initiated Operation Atalanta. As this initiative has clearly defined objectives, guidelines, a strong legal foundation, and as it is embedded in a rich strategic culture, Operation Atalanta is the perfect entry point for understanding the EU’s maritime security strategy.
