Abstract: Frequent global crises highlight the deep tensions between the inexorable flows of international problems across borders on the one hand and the lack of world governance on the other. From resource shortage to global warming, from the proliferation of weapons of mass destruction to the control of infectious diseases, from the stability of the international financial system to macro-economic coordination across borders, a complex array of political, economic and security issues have caused the globe to become increasingly chaotic and volatile. In this critical period in the transition of the global order, China's national strength, aspirations and influence continue to grow, giving it an increasingly prominent role in the crafting of a new world order. The goal of this article is to describe China's role in constructing the balance of power, institutional arrangements and the conceptual basis of the new order.
